NeoPaint

This is not just an excellent image editing and paint program for DOS, it is an excellent image editing and paint program, period. It supports both palette and TrueColor modes, some features are especially useful for palette images. Supported image formats are PCX, TIFF, BMP, and GIF. A screen capture utility (NeoGrab) is included. The background image of this page was created with NeoPaint.

NeoSoft no longer officially supports or sells the DOS version of NeoPaint, but it can't hurt to ask. Maybe a Windows registration key works on the DOS version as well, the price is the same. The only shareware restriction seems to be a rather amusing nag screen whenever you change formats.
